Before all, please accept our appology by disturb you, but we need all possible help because Mexico's yatra become in a situation fully out of control of our local GBC HH Guru Prasad Swami, he recurrently has neglected to solve two big dangerous problems and now they are realy realy big, just in point to be unsolutionable, and both are mutually dependent.
Summary:
First one: More than one year ago (2002) we gave worldwide, the alarm about Veracruz cows near death by starvation and HH GPS begun to help, on Feb/2003 first bull died by starvation and HH GPS promised to make the best from him to solve this situation. But this year 7 cows and bull was died by starvation, HH GPS sttopped all help, and only shown indifference in this case.

The second one: Mexico City Temple is 99% lost by a legal case from heritors of old owners, Mexican Law give the best solution for this, but HH GPS don't want to do this option, he prefer to fight an interminable case on court and now the building is 99% lost, the option to easely win continue here, but HH GPS continue with his decision to not take it.
Yes it's incredible, please read full history, and take action now, please.
Chronology:
1970 Mexico City Temple established.
1988 Mexico's only one farm was sold by HH GPS to buy Mexico's City Temple building, all cows living there was distributed by HH GPS to three different devotees (we don't known the history of the other 2 groups of cows, where they are and if they survive yet).
1994 Uddharana P (third group of cows) begin on economical troubles to maintain the cows received from HH GPS, he asked personally to HH GPS for help, without getting nothing.
May/7/1997 Some devotees living in Mexico City Temple kidnap previous building owner (a 89 y/o woman) to intend to appropiate neighboring building (aparently under HH GPS blessing), great-grandson and granddaughter promised revenge.
2001 Uddharana P economical situation become critical, and he is sick, he was continuing asking personally each year for help to HH GPS without any response from him.
Sept/2002 First international alarm about mexican cows situation.
Feb/2003 First bull died by starvation (Prahlada dasa), finally HH GPS begin to study cows situation, and he promised a solution.
May/2003 Mexican Court gave his final decision about Temple Building case, giving legal property to granddaughter of previous owner.
June/2003 Apparently cows has a new home in Tulancingo, but all was unsuccessfull.
June/2003 HH GPS told Uddharana P that he will stop inmediatelly his help, no answers about why.
May - Oct/2003 Mexico City devotees receive a final order to leave Temple's Building, this decision will be appealed.
Sept-Nov/2003 in the last two months 6 cows and bulls has been died by starvation (Govinda d, Amabhasya dd, Kamika d, Nandanandana d, Radesh d and Ganga dd), Uddharana Prabhu think that all the cows will die before the year end.

As the majority of old devotees known around the world, Mexico City Temple was purchased since 1990 (+-) as has been noticed in [ISKCON World Review Vol. 8, No.10 May/June 1989 http://www.istagosthi.com/forums/messages/333/235718.html] where says that ¾ of the price has been covered with the selling of the ISKCON Mexican Farm ($120,000.00 USD purchase total price).
But now we have in our hands a judicial resolution dated 05/16/2003 http://www.istagosthi.com/forums/messages/333/235719.html where said that the heritor of the last home proprietary (Nela Jr.) is the legal owner of the building where the Temple is. And now she is asking for (+-) $300,000.00 USD to sell the property to ISKCON.
Why this happened?
How can be solved?
Legal causes:
If you read entire text of judgment veredict, you can see that the teorically-legal owners of the house – Ramon Esteban Estrada Chagoya (Radha Krishna dasa - ACBSP), Dr. Juan Fernando Cervantes Flores (Premananda dasa - HDG) and Mauricio Rodriguez Mendoza (Maitreya dasa - HDG) – simply they forgot to legally register the purchase contract under any mexican legal autority, but this is a high cost forgeting, to buy this building all mexican Devotees need to sell the only one farm existent at that time in Mexico (abandoning cows now located in Veracruz and die out by starvation), and need to colect the rest of the laksmi to buy the building for a total of 120,000.00 USD, all this has been put on the trash only due a gracious forget.
This forgeting also has been made by HH Guru Prasad Swami (our local GBC), this is his direct responsability: He sold mexican farm, put all cows on non-secure situation, and forget to register legally Temple's builiding purchasing contract.
Building Buying Contract is dated 1990+-, this means a 7 year forgetting (begining of this legal case on court).
Spiritual causes:
Historically in Mexico happened some troubles including the big loosing of Sri Sri Radha Pranabhallava in Guadalajara Temple (originally the Deities was in the farm-closed by HH GPS), but in the last years we had the following three biggest incidents that maybe has provoke this alarmant situation:
1- ISKCON Mexico Cows are near death and nothing in concrete has been made to solve the situation. As you can see at http://www.istagosthi.com/forums/messages/333/442.html since 9/23/2002 we gave the alarm about cows situation. And 2/21/2003 (five months after!) first bull death by starvation http://www.istagosthi.com/forums/messages/333/233184.html, until today his situation has not been solved, and last two months 6 cows was died, this means that at least one cow will die each week when will death the next cow?, Uddharana Prabhu asked HH GPS each year when he visited the farm to take prasadam for help, and he graciously stopped his economical help (he gave only $2,000.00 USD), we known the best solution is relocate all cows, but in 10 months he not found any solution for his relocation (really we think he didn't search for any real option),
HH GPS refused to talk about cows situation to his disciples when they visited the small farm to take prasadam, he not gave any type of help, no hand working help, not economical help, not any orientation about what Uddharana P can do to save the cows, he only goes once a year to take prasadam, not preaching programs, not harinama, not sankirtana on his visit to take prasadam. And of course while cows are dieing by starvation, $2,000.00 gave by HH GPS help Uddharana to put at point to safe moving the cows (at June/2003), but once help sttopped all cows re-begin to be worse each day, until they die, please check all photos on this link, you can see Uddharana P and Mexican Cows situation, and we're sure you will see that this is REALLY worse. We went on same day round trip November 5, on bus (9:00h total) because Uddharana P contacted asking for help, and the situation we found there is really tragic, one bull just died one day before (Radesh dasa), we help on our own possibilities to him, but we haven't enough economic capability to stop this tragedy, less without any help from our local GBC that prefer to not visit the farm, only once a year to take prasadam, please remember, he close the farm, he distribute the cows, he bought temple building, and now he is leaving to die the cows and is at point to loose Mexican Temple, now he don't known any solution for all problems created by himself. If you analize dates that HH GPS gived laksmi, this will "coincide" on two donatives of $500.00 USD only for firsts two months after each one of our alarms (two times in 2002 and two times in 2003), this means that once external pression stops, he stops his donations, this is not real desite to solve cows situation.
2- Puri Maharaja visited ISKCON Mexico City Temple in Sep/2000 and our local GBC (HH GPS) participate in washing his feet and gave him an official and more opulent reception than some ISKCON Gurus here, as you can see in this picture  in same Mexico City visit PM gave reinitiation al least two ISKCON devotees. HH GPS participate actively in washing his feet, and assit in first line to SB class by PM in ISKCON Mexico City Temple.
3- Narayan Maharaja visited ISKCON Mexico City Temple in May/2002 and also our local GBC received him as you can see in  second in line is NM and fifth in same line is HH GPS.
Historical causes:
Grandmother Nela was 89 y/o woman at 1997 (the original propietary of the building) and the devotees usually gave prasadam to her, but 5/5/1997 she has been kidnapped by some devotees living in Mexico City Temple and the place where she lives (inmediate neighboring building) was ocupied by some devotees as you can see in http://www.istagosthi.com/forums/messages/333/235727.html all on same days HH GPS was in Mexico City Temple, and we were informed that he known all situation at the moment that was happened) we gave the alarm about this situation at that time, also we gave the alarm about the dangerousity of this newerly self-created enemy. Nela Jr. was tolerant with the devotees before the kidnapping of her grandmother, but after this incident she becomes determined to take them out the Temple building, Our local GBC HH Guru Prasad Swami defended to the kidnappers.
Unfortunately we haven’t all information about judgment because the local autorities and our local GBC manage all this case hidding, all things they can hide, all time they said “Don’t worry, the judgement is almost win” and surpresivelly we got the above judgment veredict, why? What is the use to hidden all affairs when they can’t manage it?
Now, the only one plan local autorities expose is to go for an appeal and to ask for a “amparo” (support) in the court, and more time and more expenses for an uncertain result… The “amparo” is a mexican legal instance where any citizen can be protected against judicial resolutions, this is commonly used by mafia and drug trafficking, and of course this is like to be protected with pins only (very risky for the principal Temple in our country, we think).
The solution we propose (below mexican laws):
Mexican laws give us the best solution for all Mexico Country Temples case and for cows (this is not an inmediate solution for the cows) and without paying any lawyer and without big time/laksmi loosing, so: Why waste big amount of laksmi in lawyers? Why waste big amount of time and human resources in a lost case in the court?
Since 1992 (11 years ago) Mexico Government announce the “Law for Religious Associations” in this law is stablished that any religious asociation has the right to ask for the nationalization of the building(s) they use, and this is the case of Mexico City Temple and Guadalajara Temple too, both can be nationalized, the owner will be Mexican Government and same Mexican Government will give it as a loan by all time the religious asociation will exist (for ever).
This mexican special issue with religious properties is highly used by other religions because the same laws give them the chance to ask for more buildings to the government, buildings took by government from non tax payers, criminals, etc. Once these buildings are legal property of Mexican Government, first is offered to different Ministrys and if don't like it any of these buildings, are offered to any non profit asociation that need more buildings to his service.
Also with this special arrangement all propierties of religious asociation will be protected against situations Colombian-like, all buildings and Deities will be protected directly by Mexican government, Mexican Government only will make an inventory from all religious items and will leave to be used by religious asociation forever, but only to be used by same registering religious asociation, these buildings Deities and paraphernalia can’t be lent, sold or donated to anyone, not to any person, not to any other religious asociation. This is a real support we think.
In a meeting with CABIN (National Assets Valuation Comission, Federal Building Assets General Direction) Ministry, he said us the following; “Over all is Mexican Constitution and International Treats, below are Local Laws, etc and below all are personal agreements and judgment veredicts like this, is not problem if the case has been lost, in Mexican Constitution art.17 transitory, this is stablized and of course if the winner part get out you of the building, you can be reestablish there, you only need to have proofs that you has been used the building before January of 1992 by your Religious Association” and later same ministry told us: “You don’t need any lawyer to do this, don’t’ worry if you don’t known how to fill letters and requesters for this process, we can help you happy, this is our work”.
We can observe some religious buildings with a small shingle in his front saying “federal property”, if ISKCON used these facilities since has been gave, and also we will not have troubles with cows dieing by starvation, we simply need to ask for a farm (maybe an ex-drug dealer farm took for the government) and of course some temples in different cities, imagine the situation! And only for asking to the mexican government, ISKCON growing can be really explosive if we take in our hands these mexican government facilities! Of course mexican government will not give us too many buildings, but if they give us one propierty at year, since 1992 will mean 11 temples for free!
The Hard Reallity:
But unfortunately we known that ISKCON Mexico autorities and our local GBC HH Guru Prasad Swami don’t want to do this process arguing the following: “If we made these process Mexican Government will take out our Temple like Juarez President did, we will lost all” but really this is a child story, first of all Juarez was born in 1806 (near to 200 years ago) and was Mexico president from 1867-1872 (130 years ago), so this arguing is like said: “Don’t go to Los Angeles City, it’s very dangerous, maybe an apache will kill you, I remember that 200 years ago this was happening commonly”.
Other child story that they narrate is: “if we make too much noise Mexican Government will remove us our Religious Asociation registry, we prefer to arrange all hidden to them”. If this is true, why many buildings are today registered in CABIN comission for religious asociations? We asked in Religious affairs sub-ministry they told us that: “the only form in which any religious asociation can lost his registry is if the owner of registry or recognized religious preachers make heavy illegal activity, if not, you don’t need to worry about, you never will loose your registry” thus why ISKCON Mexico Autorities and our local GBC don’t want to ask for help to Mexican Government? What is his real fears to avoid at any cost Mexican Government take knowledge about this situation? .
Other childs story that they narrate is: “Mexican Government is an atheist and be against any religion in Mexico, they don’t want to help us, this is the reason we don’t want to ask for help whith them” but today in Population Migration and Religious Affairs Sub-ministry are 6119 religious associations.

The word laic state in Mexico don’t means atheist state in any form, laic state is an state without any prefered religion, is an state that support all legal religions with equality.
Conclusions:
We listened some gossips that certain devotees connected to other lines are offering to take out Mexico City Deities to “Protect” Them, we don’t known all Colombian issue, but we think we go on this way faster than you think, only you the GBC body can protect or forsake us from this fatal final for ISKCON Mexico, please take right now active part in this high risk problem before will be too late.
Please don’t wait until a great schism occur or until Mexico City’s Temple be lost or until all cows died by starvation or any other catastrophe happen here.
Solution is very very simple only is needed to give the order to make the process of nationalization for ISKCON Mexico of all buildings where we have Temples yet, Mexico City and Gudalajara, and supervise the process until they become successful. And of course with your expert guidance we can take the right way to Back to Home, to Back to Goodhead again. For cows issue inmediate solution is laksmi, no more, and inmediatelly surviving cows become healty they need to be relocated, but inmediatelly, today only 10 cows survive.
We're not GBCs, we're not rich persons, we haven't any legal charge in ISKCON-Mexico, this is our only one way we have to help Mexican Cows and Mexico Yatra to evite to loose this Temple is communicate to all of you this notice, please propagate it to all your community, help us to pressure all autorities to evite this double tragedy.
We pray lord Nrsimhadeva to protect our cows and our Temple, we hope his help will be materialized in your inmediate actions to solve the situation.

Since 1992 (11 years ago) Mexico Government announce the “Law for Religious Associations” in this law is stablished that any religious asociation has the right to ask for the nationalization of the building(s) they use, and this is the case of Mexico City Temple and Guadalajara Temple too, both can be nationalized, the owner will be Mexican Government and same Mexican Government will give it as a loan by all time the religious asociation will exist (for ever).
This mexican special issue with religious properties is highly used by other religions because the same laws give them the chance to ask for more buildings to the government, buildings took by government from non tax payers, criminals, etc. Once these buildings are legal property of Mexican Government, first is offered to different Ministrys and if don't like it any of these buildings, are offered to any non profit asociation that need more buildings to his service.
Also with this special arrangement all propierties of religious asociation will be protected against situations Colombian-like, all buildings and Deities will be protected directly by Mexican government, Mexican Government only will make an inventory from all religious items and will leave to be used by religious asociation forever, but only to be used by same registering religious asociation, these buildings Deities and paraphernalia can’t be lent, sold or donated to anyone, not to any person, not to any other religious asociation. This is a real support we think.
In a meeting with CABIN (National Assets Valuation Comission, Federal Building Assets General Direction) Ministry, he said us the following; “Over all is Mexican Constitution and International Treats, below are Local Laws, etc and below all are personal agreements and judgment veredicts like this, is not problem if the case has been lost, in Mexican Constitution art.17 transitory, this is stablized and of course if the winner part get out you of the building, you can be reestablish there, you only need to have proofs that you has been used the building before January of 1992 by your Religious Association” and later same ministry told us: “You don’t need any lawyer to do this, don’t’ worry if you don’t known how to fill letters and requesters for this process, we can help you happy, this is our work”.
We can observe some religious buildings with a small shingle in his front saying “federal property”, if ISKCON used these facilities since has been gave, and also we will not have troubles with cows dieing by starvation, we simply need to ask for a farm (maybe an ex-drug dealer farm took for the government) and of course some temples in different cities, imagine the situation! And only for asking to the mexican government, ISKCON growing can be really explosive if we take in our hands these mexican government facilities! Of course mexican government will not give us too many buildings, but if they give us one propierty at year, since 1992 will mean 11 temples for free!
The Hard Reallity:
But unfortunately we known that ISKCON Mexico autorities and our local GBC HH Guru Prasad Swami don’t want to do this process arguing the following: “If we made these process Mexican Government will take out our Temple like Juarez President did, we will lost all” but really this is a child story, first of all Juarez was born in 1806 (near to 200 years ago) and was Mexico president from 1867-1872 (130 years ago), so this arguing is like said: “Don’t go to Los Angeles City, it’s very dangerous, maybe an apache will kill you, I remember that 200 years ago this was happening commonly”.
Other child story that they narrate is: “if we make too much noise Mexican Government will remove us our Religious Asociation registry, we prefer to arrange all hidden to them”. If this is true, why many buildings are today registered in CABIN comission for religious asociations? We asked in Religious affairs sub-ministry they told us that: “the only form in which any religious asociation can lost his registry is if the owner of registry or recognized religious preachers make heavy illegal activity, if not, you don’t need to worry about, you never will loose your registry” thus why ISKCON Mexico Autorities and our local GBC don’t want to ask for help to Mexican Government? What is his real fears to avoid at any cost Mexican Government take knowledge about this situation? .
Other childs story that they narrate is: “Mexican Government is an atheist and be against any religion in Mexico, they don’t want to help us, this is the reason we don’t want to ask for help whith them” but today in Population Migration and Religious Affairs Sub-ministry are 6119 religious associations.

The word laic state in Mexico don’t means atheist state in any form, laic state is an state without any prefered religion, is an state that support all legal religions with equality.
Conclusions:
We listened some gossips that certain devotees connected to other lines are offering to take out Mexico City Deities to “Protect” Them, we don’t known all Colombian issue, but we think we go on this way faster than you think, only you the GBC body can protect or forsake us from this fatal final for ISKCON Mexico, please take right now active part in this high risk problem before will be too late.
Please don’t wait until a great schism occur or until Mexico City’s Temple be lost or until all cows died by starvation or any other catastrophe happen here.
Solution is very very simple only is needed to give the order to make the process of nationalization for ISKCON Mexico of all buildings where we have Temples yet, Mexico City and Gudalajara, and supervise the process until they become successful. And of course with your expert guidance we can take the right way to Back to Home, to Back to Goodhead again. For cows issue inmediate solution is laksmi, no more, and inmediatelly surviving cows become healty they need to be relocated, but inmediatelly, today only 10 cows survive.
We're not GBCs, we're not rich persons, we haven't any legal charge in ISKCON-Mexico, this is our only one way we have to help Mexican Cows and Mexico Yatra to evite to loose this Temple is communicate to all of you this notice, please propagate it to all your community, help us to pressure all autorities to evite this double tragedy.
